(1) The government of Nepal will form a monitoring and evaluation committee as needed to monitor and evaluate the irrigation system based on the services provided by the irrigation system, the quantity of water, crop density, production growth, institutional and economic status of consumer organizations and changes in the field of operation. 2) According to sub-rule (1), during the formation of the monitoring and evaluation committee, in addition to other persons, the irrigation consumer association will also be represented.
